Transneft Volga Region, together with the business units of the Federal Fire Fighting Service (FFFS) of the EMERCOM of Russia in Samara Region, has conducted a firefighting and tactical drill (F&TD) at a tank farm of the Pokrovskaya oil pumping station (PS) of the Samara Regional Oil Pipeline Directorate (RPD).
The goal was to determine the level of readiness to extinguish possible fires at the Samara RPD facilities, to polish skills in managing forces and means at a fire site.
According to the drill scenario, as a result of the technological process disruption, a simulated explosion of a gas-air mixture occurred in a tank with a volume of 5,000 m3. The tank’s roof was "thrown" beyond the dike, the oil "ignited" over the entire tank area. The fire-extinguishing system did not work under the standard protocol.
After receiving a signal, the station’s personnel performed the necessary technological switching. The Pokrovskaya PS departmental fire-fighting team and volunteer fire brigade members promptly arrived at the fire site. To assist in extinguishing the fire, after notification, fire crews of the Priboy line operation dispatcher station of Transneft Druzhba, the fire rescue station (FRS) 115 No. 44 and the fire rescue station 3 of the Federal Fire Fighting Service Initial Pumping Station of the Main Directorate of the EMERCOM of Russia for Samara Region arrived.
The “fire” was extinguished by the subsurface method from mobile firefighting equipment and by supplying foam. At the same time, the adjacent reservoir was cooled. After performing all main operations on ignition containment, the simulated fire was eliminated. 30 people took part in the drills, 4 pieces of equipment were used.
As a result of the drills, the effectiveness of the actions of all business units received a positive assessment. The firefighting personnel showed coherence of actions and ensured extinguishing of the simulated fire in a timely manner.
Transneft Volga Region’s operating facilities are classified as hazardous. Carrying out firefighting and tactical drills is an important component of work in ensuring the fire and industrial safety of the oil pipeline infrastructure.
