Transneft Volga Region has accredited the testing laboratory of the Tinguta initial pumping station (IPS) of the Volgograd Regional Oil Pipeline Directorate for compliance with the accreditation criteria and requirements of GOST ISO/IEC 17025-2019.
The accreditation was carried out by specialists from an expert organisation authorised by the Federal Accreditation Service (RusAccreditation). The goal was to check the level of personnel’s qualification and technical equipment of the petroleum products testing laboratory for carrying out acceptance and periodic testing in the monitoring process of petroleum products quality parameters during accounting operations.
The scope of laboratory accreditation includes determination of 16 petroleum products quality parameters, including density, fractional composition, flash point, mass fraction of sulfur and water, kinematic viscosity and coking capacity, maximum filtration temperature, etc.
The laboratory provides specialised rooms for acceptance, running and routine tests, chromatography research methods, a warehouse for retained samples storage. The building is equipped with modern intake and exhaust ventilation and air conditioning systems to maintain the microclimate as per occupational health requirements and industrial safety standards. Separate storage facilities for standard samples of petroleum products, reagents, materials and flammable liquids were equipped.
The main equipment includes a chromatograph, spectroscans, coulometric titrators, etc. Last year, a particle analyzer for testing diesel fuel samples which enables online monitoring of the amount of dispersed dirt particles, water droplets and other particles in diesel fuel was purchased at the laboratory.
In 2020, more than 48 thousand studies of diesel fuel samples were carried out, more than 5 thousand test reports were issued in the testing laboratory of the Tinguta IPS.
Based on the results of the documents assessment and remote assessment via video communication, it was established that the testing laboratory met the current accreditation criteria in full. The experts confirmed that the laboratory’s employees have sufficient work experience, knowledge of regulatory documents on test methods and processing of their results.
The record of the Tinguta IPS testing laboratory accreditation is included in the Register of Accredited Laboratories.
The accreditation certificate for compliance with the requirements of GOST ISO/IEC 17025-2019 General Requirements for the Competence of Testing and Calibration Laboratories confirms the competence of the testing laboratory of the Tinguta IPS for conduct of petroleum products studies on all quality parameters as per the scope of accreditation.
The testing laboratory of the Tinguta IPS was commissioned in November 2017 as part of the Yug Project. At the laboratory, petroleum products quality control is carried out in the volume of running, acceptance and routine tests of diesel fuel transported from the Volgograd Refinery via the Volgograd Refinery – Tinguta IPS petroleum products trunk pipeline, and petroleum products supplied by railway transport from Orsknefteorgsintez and Gazprom Neft plants.
