Transneft Volga Region has performed an emergency response drill (ERD) at the underwater crossing of the Kuybyshev – Tikhoretsk oil trunk pipeline (OTP) via Rasshirenny Pond in Svetloyarsky District of Volgograd Region. Specialists had to contain and eliminate a simulated oil release on the water surface.
According to the drill scenario, an emergency pressure drop was recorded below the admissible level at the Kuybyshev – Tikhoretsk OTP underwater crossing. The event was attended by 53 people – employees of emergency response and restoration department No. 1 of the central maintenance division (CMD) of the Volgograd RPD and the emergency line maintenance division (ELMD) of the Karaichevo LODS. 15 motor ans special-purpose vehicles were used.
A patrol crew of the ELMD arrived at the site to determine the nature and scale of simulated damage to the oil pipeline. Karaichevo LODS departmental security employees cordoned off the “emergency” section, installed warning and restricting signs, and the territory was enclosed using barricade tape.
The CMD specialists promptly installed boom barriers at the first water boundary of the Kuybyshev – Tikhoretsk OTP underwater crossing via the pond. At the second water boundary, booms were installed by the specialists of the ELMD of the Karaichevo LODS. The total length of the booms was 470 m. The simulated spilled oil was collected using skimmers. The simulated emergency was promptly eliminated at the line.
The works were performed with continuous ecological and analytical control of the soil and surface water. The whole set of works on eliminating the “emergency” at the underwater crossing was performed as per schedule – within 4 hours from the moment the oil was spotted on the water surface.
Representatives of the Main Office of the EMERCOM of Russia for Volgograd Region and Transneft UW Service observed the progress of the ERD. The commission concluded that the results achieved comply with the requirements stipulated by the drills programme and the oil spill response plan.
2020 has been declared the Year of Industrial Safety and Industrial Control at Transneft subsidiaries. Emergency response drills are a key element of the system providing environmental and industrial safety of the oil pipeline transportation facilities as they ensure a high level of readiness of the company’s divisions to prompt response, containment and elimination of consequences of possible failures and emergencies, as well as prevention of serious damage to the environment.
The purpose is to increase promptness of employees’ response in the case of emergency situations, to polish the skills of using specialised and personal protective equipment. Moreover, drills include assessment of cooperation among the participating business units and divisions.
