Since 1 March 2019, Transneft Volga Region has been preparing its operating facilities for the spring flood period.
Measures are taken in all business units of Buguruslan, Samara, Saratov and Volgograd Regional Oil Pipeline Directorates.
According to the forecasts of the Hydrometeorological Centre of Russia, heavy floods and waterlogging in settlements are expected in the Samara, Orenburg and Saratov regions.
A set of measures has been developed and is being implemented to prevent flooding of sites, communications facilities and power line pylons as well as scouring of oil and petroleum products pipelines sections. Specialists are preparing tanks, taking measures to prevent oil pumping stations and sealing at underground premises and pump houses from flooding. The inspection of manholes has started, protective constructions and culvert heads are being cleared of snow, inspection of sections vulnerable to scouring is organised.
Special attention is paid to the technical condition of underwater crossings. Specialists of Transneft Volga Region monitor the crossings over the roads and railways, carry out the inspection and repairs of warning signs there.
Equipment for containment and elimination of oil spills is kept ready to use. Drainage systems and fire extinguishing systems are being checked. Air patrol and on-ground check-up inspection of over 5.5 thousand km of pipelines was organised.
For the flood period, special task forces were formed to monitor the technical condition of electric power transmission lines and electrical units. The operational and repair personnel of Transneft Volga Region undergo additional practical training and briefing.
The oil and petroleum products trunk pipelines of Transneft Volga Region pass through the territory of the Orenburg, Samara, Saratov, Volgograd and Rostov regions and the Republic of Tatarstan. In these regions, local residents and organisations are warned via the media about the preparation for flooding and the oil trunk pipelines routes.
The implementation of anti-flood measures is carried out in cooperation with hydrometeorological divisions, regional authorities and EMERCOM units.
Transneft Volga Region will perform flood monitoring until June.
