Representatives of Transneft Volga Region, JSC attended the meeting at the Ministry of Agriculture of Samara region to discuss challenges of registering the rights and titles to land plots occupied by facilities of the regional fuel and energy sector.
The meeting was chaired by Viktor Altergot, Minister of Agriculture of Samara region.
Raised at the meeting were, among other things, the problems of ungrounded overcharge for provision of plots for construction purposes, and for access to pipelines to repair them. In 2014–2015, Transneft Volga Region, JSC and Transneft Kama Region, JSC were deprived of access to trunk pipelines in the land plot in Volzhsky district of Samara region owned by Optima, LLC. The land user set up armed guards from a private security agency which prevented the repair crews from accessing the plot. It was noted that the said land plot of 6.5 km long was evidently of strip nature, as running along the pipeline’s security area. Negotiations with the land owner proved to be fruitless. The work was resumed only after an emergency regime was officially introduced in the district.
As of now, Decree No. 308 of the Government of Samara region, ‘On Approval of Procedures for Determining the Amount of and Payment Term for the Rent for Utilization of Samara Region-Based Land Plots the State Title to which is not Divided’ dated 6 August 2008, was amended to the extent of determining the rent rates for land plots intended for construction and revamping of the fuel and energy sector facilities.
At the meeting, it was decided to prepare and send to the Samara Regional Duma proposals on amending the applicable regional regulations that govern the land use issues. Besides, it was decided to consider the possibility of submitting an application to the Government of the Russian Federation regarding the issue of settling the relationships between the land plot owners and entities of the oil and gas industry.
