A working meeting between Mr. Vladimir B. Rushailo, Vice President of Transneft, JSC, Mr. Andrey L. Syumak, Director General of Transneft Volga Region, JSC, and Mr. Nikolay I. Merkushkin, Samara Region Governor, was held on 08 October 2015.
The meeting participants discussed the results of the meeting held the day before at the Main Department of the Ministry of the Interior for the Samara Region dedicated to safe operation of the Transneft, JSC facilities and combating theft during transportation, storage and processing of raw hydrocarbons in the region.
The region’s head announced his support to the inter-departmental task force on reducing profitability in the shadow oil market, which will be conducive to prevention of illegal transportation and refining of non-declared raw materials at so-called samovars — mini refineries.
The meeting participants also discussed the need for further control over dealings in lands located over the Company’s oil pipelines and in oil pipeline protected zones. It was noted that allocation of so-called land plot “strips” in the oil pipeline passage area leads to abuses by owners of those land plots in the future.
Transneft, JSC, performing work as part of its oil pipeline overhaul program, often comes across the fact that new landowners have purchased their plots to claim payments from the company for land use during the overhaul.
At the end of the meeting, the parties agreed upon joint efforts on suggesting regional and federal legislative initiatives to lift obstacles to maintenance of the Transneft Company oil pipelines.
